SHANGHAI/BEIJING — Tesla operated its Shanghai plant well below capacity on Tuesday, showing the problems factories face in trying to ramp up production under a strict COVID lockdown, while the Chinese capital Beijing has continued to struggle with a small but elusive outbreak.
