The Chinese State Administration of Radio, Film and Television has publicized the "Provisional Regulations On Television Program Production By Joint Venture and Cooperative Businesses."
The new guidelines state that starting November 28, 2004, foreign media companies are allowed to invest in the Chinese domestic TV program production industry.
Foreign entities can establish and run TV program production and issuance services by cooperating with Chinese enterprises, but the latter's share in the establishment must not be less than 51%.
In terms of content, the cooperative businesses are only permitted to make specials, comprehensive arts and cartoon programs. In addition, Chinese themed programs should account for more than two thirds of their total programs made each year.
