The China Quality Management Association For Electronics Industry, a subsidiary of China's Ministry of Information Industry, is brewing a program called "Excellent China" in an effort to straighten out the disorderly domestic mobile phone market.

The core content of the program is that CQMAEI will cooperate with relatively weaker mobile phone manufacturers to set up mobile phone after-sales service alliance to provide maintenance and insurance for mobile phone products. Consumer complaints about poor service are a main problem within this sector.

Cheng Guangxing, director of the National Consuming Electronics After-Sales Management and Service Center of CQMAEI, said that MII and State Administration for Industry and Commerce would focus on the after-sales service for illegal mobile phones this year and the Excellent China program is one of the most important steps in the process. Chen said that many domestic mobile phone manufacturers have been ready to accept this practice and right now the only dispute is about the amount of insurance fee.

MII plans to recommend the program to mobile phone manufacturers after it is formally launched.
